Technology & Vendor Evaluation
IDI Anatomy
01 Outcomes

What does success look like?

A selected technology or vendor with a documented rationale A reusable evaluation framework for future decisions Shorter, less political selection cycles An auditable record of criteria, scores, and trade-offs

The output is not a spreadsheet; it is a decision with a paper trail. When the criteria are agreed before the candidates are scored, the organization gets a choice it can defend to a board, an auditor, or its future self.

02 Assets

What data do you need to gather?

Inputs Reference Outputs
Candidate technologies & vendor submissions Demo results, trials & reference calls Pricing & commercial proposals Weighted evaluation criteria Requirements & constraints from the business Prior evaluations & incumbent performance Scored, ranked candidate comparison Decision record with rationale Handover package for procurement & implementation

Everything hinges on one reference asset: the weighted criteria, agreed before anyone sees a demo. Candidates and evidence flow in; what comes out is a ranked comparison that separates the sales pitch from the fit.

03 Allies

Who do you need to involve?

Team Company Ecosystem
Evaluation lead Technology analysts Business owner of the decision End users of the future solution IT security & architecture Procurement & legal Candidate vendors Analyst firms & peer references

A credible evaluation needs three kinds of judgment in the room: the people who will live with the choice, the specialists who can test the claims, and the functions that will contract and secure it. Leave one out and the decision gets relitigated later.

04 Process

How does the work flow?

Discovery Evaluation Implementation
1
Define requirements & weights
Agree what matters and how much, with the business owner signing the weighted criteria before any scoring.
2
Build the longlist
Assemble candidates from scouting, analyst research, and inbound interest.
3
Screen to a shortlist
Apply knockout criteria to reduce the field to candidates worth deep effort.
4
Score in structured rounds
Evaluate the shortlist against the rubric using demos, trials, and documentation.
5
Validate the leaders
Pressure-test the top candidates with reference calls, security review, and commercial negotiation.
6
Decide & document
Make the call at a formal gate, record the rationale, and hand over to procurement.

Criteria first, candidates second, scores third; the order is the method. Structured rounds keep the comparison honest, and the decision gate at the end turns analysis into commitment.

How Qmarkets powers Technology & Vendor Evaluation

Powered by Q-scout
Turn this blueprint into business impact

Q-scout structures the whole comparison: weighted scorecards agreed up front, candidate profiles that hold every demo note and document in one place, side-by-side comparison across evaluators, and a decision record that captures not just the winner but the reasoning. The next evaluation starts from a proven framework instead of a blank sheet.

About Technology & Vendor Evaluation

An RFP is one instrument inside this process, not the process itself. This blueprint covers the judgment around it: agreeing weighted criteria first, structuring the comparison, and recording the rationale, so the RFP answers feed a decision instead of replacing one.

A mixed panel: the business owner, future end users, technical specialists, and security. Scoring works best with five to ten evaluators, each scoring the criteria they are competent to judge.

Fix the criteria and weights before the first demo, score independently before discussing, and record dissent rather than smoothing it over. The framework cannot remove preference, but it makes preference visible and arguable.

With criteria agreed, most evaluations run four to eight weeks from longlist to decision. The discipline that saves time is the knockout screen: deep-diving only candidates that clear the non-negotiables.

Structured scoring turns a fight into a finding: the disagreement localizes to specific criteria, which usually means the requirement itself is ambiguous. Resolve the requirement with the business owner, then re-score that criterion.

Yes, and on the same rubric. Scoring the incumbent honestly either strengthens the case for change or saves you a migration; either way the decision becomes evidence-based rather than frustration-based.

On trigger, not calendar: contract renewal, a step change in requirements, or sustained underperformance against the original criteria. The decision record makes re-evaluation cheap, because the baseline is already written down.

Q-scout provides weighted scorecards, candidate workspaces, side-by-side comparison, and auditable decision records, with Iris AI summarizing vendor material against your criteria and surfacing evaluator disagreement early.
